PART I - SUMMARY OF CLASSIFICATION
 
This class is accountable for administering the financial activities for Board of Education grants, awards and State and Federal financial assistance programs, including financial compliance and recognition of program revenue, expenditures, assets and liabilities.
 
Guidelines for Class Use:  Under the direction of the Superintendent of Schools and the Chief Financial Officer, the Education Grants Manager is responsible for the preparation and timely filing of financial reports as required by grantor agencies and State and Federal regulations, and administering the Board of education’s contracts. The Education Grants Manager interacts with internal and external auditors related to the audit of financial assistance programs. This position is responsible for providing training to program managers related to financial assistance program accounting and compliance issues.
 
PART II - MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
 EDUCATION AND EXPERIENCE: 
Qualifications and Experience:           
• Bachelor’s Degree in Business Administration or related field from an accredited four-year college or University with
  • Satisfactory completion of a minimum of twelve (12) semester hours in accounting coursework and
  • Four (4) years of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency or public accounting firm.
• Experience in public education and/or educational grants administration is preferred.

• Administers and controls the preparation and timely filing of financial reports for all financial assistance programs;
• Approves financial assistance program applications and contracts prior to submission to any grantor, State or Federal agency;
• Collaborates with the Chief Financial Officer, Superintendent, Grant Supervisor and other relevant staff to establish and maintain funds, accounts and budgets in the in the financial management system that meet management needs, and comply with grantor agency and State and Federal requirements;
• Communicates with the Board of Education administrators and officials on fiscal grant related problems and interpret financial assistance program policies, rules and regulations;
• Controls the final reporting and close out of all financial assistance programs;
• Develops specific goals and plans to prioritize, organize, and accomplish work;
• Establishes and maintains an effective system of internal controls and a compliance monitoring system with regard to financial and reporting requirements of laws, regulations and contracts applicable to financial assistance programs;
• Establishes and oversees a uniform administration policy that is utilized by all agencies and departments of the Board of Education for all financial assistance programs;
• Interacts and communicates effectively with internal and external audit functions related to the auditing and reporting of financial assistance programs;
• Maintains a database for all financial assistance programs and maintains an inventory for all financial assistance program applications;
• Provides information to supervisor, co-workers, and public by telephone, in person, or in writing;
• Provides staff training and assistance;
• Provides the Chief Financial Officer with information and documentation required to record financial assistance program revenue, expenditures, assets and liabilities in accordance with accounting principles generally accepted in the United Sated of America;
• Reconciles the accounting records maintained by the Chief Financial Officer, including financial reports that are filed with grantor and State and Federal agencies;
• Represents the Board of Education in a variety of interdepartmental contacts related to financial operations of financial assistance programs;
• Responsible for accurately inputting and maintaining logs, records, and files;
• Supervises and evaluates the work of subordinates;
• Performs related duties as required.

PART I - SUMMARY OF CLASSIFICATION
 
This class is accountable for developing, implementing and evaluating training for Junior ROTC programs for the District. The position is responsible for developing training schedules and materials, providing in-service and professional development training for JROTC instructors, coordinating and planning co-curricular activities, and performing related work as assigned. The position works independently, reporting major activities through periodic meetings.

D. CONTINUING EDUCATION REQUIREMENTS:
 
1. Employees in this class must retain certification in accordance with military requirements.
2. The Senior Army Instructor (SAI) instructs and directs all instructional and operational activities of the high school JROTC Department.
3. The SAI is the department chairperson and chief instructor of the JROTC unit.
4. The SAI is responsible for the overall management of the JROTC unit.
5. The SAI formulates, establishes and executes procedures to be used in the instruction, administration, operations and logistics of the JROTC Program.
6. The SAI ensures that the JROTC Program is administered according to law, US Army Cadet Command (USACC) regulations and the Waterbuyr Public Schools (WPS)
7. MINIMUM REQUIREMENTS EDUCATION: Bachelor’s degree required, master’s degree preferred.
8. CERTIFICATION/LICENSE: Certified by the US Army Cadet Command as a JROTC instructor. Must maintain a valid Connecticut Army JROTC SAI Teaching License.
WORK EXPERIENCE: Officers who have separated /retired within the past 5 years with a minimum of 10 years cumulative hononorable service in the grades of W-1 through W-5 or O-3 through O-6 

Noncommissioned Officers who have separated / retired within the past 5 years with a minimum of 10 years cumulative honorable service in the grades of E-6 through E-9.
ARNG and USAR (Actively Serving / TPU) will fall under the same requirements mentioned above. In addition, Letter of Recommendation from current Commander and current DA Form 5016 or NGB 23A, is required.
• Applicants separated / retired outside of the 5 year window can request a waiver through the JROTC application portal (JQUIP) or request brigade endorsement before application is submitted.

Pay:   Army JROTC will cost-share newly hired instructors on a 11 month (330 day) contract. Mimimum Instructor Pay (MIP) is calculated based on JROTC Standardized Instructor Pay Scale (JSIPS).

ESSENTIAL DUTIES:
• Directs the JROTC Department functions of instruction, logistics, training, and administration.
• Ensures the school district and the Army that JROTC is administered in accordance with law, regulation, and policies.
• Maintains good relations with school authorities, faculty, and the student body.
• Supervises, counsels, and evaluates the Army Instructors (AIs) in the execution of their responsibilities.
• Ensures instructors receive initial and semi-annual performance counseling and a school evaluation.
• Ensures all JROTC classes are conducted utilizing the lesson plans contained in the current and updated version of the JROTC Curriculum Manager and are taught as required by the approved Master Training Schedule.
• Utilizes all available instructional equipment to include but not limited to the computers, LCD projectors, Classroom Performance Systems (CPS), SMART Boards, Promethium Boards, etc.
• Maintains current regulations, policies, and procedures; interprets and implements new regulations received from military agencies.
• Conducts a public affairs effort in the local area middle and elementary schools, among school and community officials, civic groups, parent-teacher groups, and other individuals or groups, designed to further the understanding of JROTC, the school and the Army.
• Directs and participates in community service events with cadets, including weekend duties as applicable.
• Enrolls students in JROTC and supports school officials while executing the curriculum and the integrated extracurricular activities.
• Prepares weekly training schedules.  • Interprets data from the Army and other agencies in developing favorable public relations, improving instruction, implementing Army policies in the classroom, coordinating and integrating JROTC with other school departments and community agencies, and setting up opportunities for Cadets to brief school officials on JROTC activities and accomplishments.
• Establishes and maintains at least two integrated or extracurricular teams, eg, drill team, rifle team, raider team, academic team, orienteering team.
• Requires frequent weekend duties as directed on extra-curricular event schedules.
• Establishes, supports, and maintains a "Cadet-run" JROTC unit.
• Maintains contact with parents of all Cadets experiencing academic or behavioral problems.
• Ensures cadets plan and conduct at least one Service Learning project as defined in the USACC Unit Report.
• Participates and ensures the participation of assigned AIs in the annual JROTC Cadet Leadership Challenge (JCLC) (summer leadership program) as required by USACC.
• Enforces contractual agreement between the school district and the Army.
• Ensures schools support college credit available to Cadets, honors credit, credit other than elective, etc. to the extent possible.
• Prepares and submits unit cadet enrollment reports as required by  USACC.
• Maintains accountability of all equipment, IAW AR 710-2, including items requiring formal accountability (ie, air rifles), informal accountability (ie, clothing) and durable items costing $5,000 or less (ie, automation, computers, audiovisual), but still requiring property accountability.
• Recommends changes and provides suggested solutions to the Leadership Education and Training (LET) Program of Instruction (POI).
• Requests curriculum materials and distributes them equitably among instructors.
• Submits required reports, as necessary, and in accordance with the required reports listing.
• Encourages all cadets who are Juniors or Seniors to pursue post-secondary education and to apply for at least one scholarship.
• Ensures at least one cadet receives a scholarship offer as a direct result of his/her assistance to the cadet.
• Monitors instructors’ professional development ensuring they receive training, feedback and reinforcement to continually improve their teaching skills and credentials.
• Mentors, monitors and counsels all instructors concerning their educational requirements.
• Ensures that instructors complete all Army instructor certification requirements as specified in CCR 145-2 and all Connecticut JROTC Instructor requirements.

The NextGen Educators bring highly motivated college students seeking education degrees into Waterbury’s classrooms. Candidates would be immersed in our elementary and PreK-8 schools working as tutors, covering classes and duties when needed, or providing instruction in the virtual learning environment. Each NextGen Educator will be matched with an Anchor Teacher who will provide valuable guidance for their NextGen Educators. Once the Anchor Teacher, in collaboration with Human Capital and the University, feels that the NextGen Educator is ready to be on their own, the school principal can determine how best to utilize their NextGen educators. Just a few of the ways they can be helpful include: leading small group instruction under supervision, assisting with developing lesson plans, facilitating the use of new technologies to support online learning, providing personalized support for students.

PART I - SUMMARY OF CLASSIFICATION
 
The Connecticut Teacher Residency Program is an alternate route to certification program focused on increasing educators of color in elementary schools within Waterbury Public Schools. Resident candidates will be enrolled in rigorous coursework for 18 months and serve in a paid residency position in a Mentor Teacher’s classroom for the school year. Mentor Teachers will work side-by-side with their Resident and be supported by the program coordinator for one academic school year to help Residents prepare for a successful career in education.
 
PART II - MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
 
A. EDUCATION AND EXPERIENCE:
 
General Experience:
 
1. Accepted into CREC’s CT Teacher Residency Program.
    
 
Special Requirement: 
 
In addition to the checking of references and facts stated in the application, a thorough background investigation of each candidate may be made prior to appointment. 
 
B. CREDENTIALS:
 
1. Bachelor's degree required including a minimum of 39 semester hours of credit in general academic courses: In five of the six areas listed below.
 
(1) English;
 
(2) Natural sciences;
 
(3) Mathematics;
 
(4) Social studies; and
 
(5) Foreign language; or
 
(6) Fine arts;
 
C. LICENSURES, CERTIFICATIONS AND OTHER REQUIREMENTS:
 
1. Incumbents in this class may be required to possess a current Motor Vehicle Class D Operator’s License.
 
D. KNOWLEDGE, SKILLS AND ABILITIES:

PART IV - ESSENTIAL FUNCTIONS
 
The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.
 
This is a residency position leading to certification. The program requires Residents to:
 
• Serve in a Resident position under the guidance of a designated Mentor Teacher for the academic school year for the hours designated* by the Partner school district;

• Plan instruction and meet with Mentors at times beyond the staff required hours (meetings can be planned for up to 2 additional hours per week)

• Complete 18 months of coursework running 6 weeks each summer (must be available to attend all summer classes), during cohort meetings and evenings during the school year;

• Attend district and school-based professional development sessions;

• Pass assessments (edTPA, Foundations of Reading Test and Praxis II) for Connecticut State certification 305 Elementary grades 1 - 6; and

• Upon successful completion of the program and certification requirements, commit to accepting a classroom teaching position in the District for a period of three years.

• *The school shall require staff including Residents to come in and sign out at times that are beyond the regular school day hours.

PART I - SUMMARY OF CLASSIFICATION
 
The Teacher Apprenticeship is an alternate route towards a teacher certification program where individuals have the opportunity to explore the field of education while gaining paid hands-on training. This “Earn While You Learn” model will allow aspiring educators to observe best practices in classroom instruction. Teacher Apprentice candidates will be enrolled in rigorous coursework with the University partner and serve in a paid apprenticeship position in designated WPS schools. A Mentor teacher will be assigned to each Teacher Apprentice working side-by-side with their Teacher Apprentice and be supported by the partnering university Supervisors to help prepare for a successful career in education. Upon successful completion of the program, a WPS Teacher Apprentice will have the opportunity to be interviewed and recommended for current vacancies within the district for the upcoming school year.
